Споделям усилията си, да опазя правата си , от действията на Столичен инспекторат , които за незаконни и престъпни. Това става ясно от цитираната желба , до прокуратурата , правно основание за извършено престъпление:

ПРАВНО ОСНОВАНИЕ: действия, осъществяващи състава на чл. 290 от НК.
Господин (Госпожо) Прокурор, На основание чл. 290, ал 1 от НК моля да констатирате че съм жертва на организирана кампания от страна на изброените по-горе лица – служители на „Столичен инспекторат” към Столична община, оформили и подписали в качеството на свидетели, нищожни и лъжесвидетелски документи. Тези лица, в качеството си на директор и служители умишлено са извършили планирани, целенасочени и организирани действия, насочени срещу мен. Съставените официални и клеветнически документи са нищожни от законова гледна точка, злепоставили са ме и поставили в ситуацията, да се защитавам от неизвършени от мен деяния, които деяния не представляват нарушение на законите на страната. Горните лица са нарушили Конституцията на Република България, като съзнателно и целенасочено са ми съставили нищожни АУАН, лишени от законно основание. Наредбата, приета за основание за изготвянето на АУАН, не е закон, както и не може да ми вменява задължения неизброени в законите на страната или Конституцията. Под наставлението директор Веска Георгиева, те лъжесвидетелсвуват, като съставят официални документи за това че аз в качеството си на управител на Ем Комплект 33 съм поставял „хоругви” по дърветата. На първо място: аз – Любомир Димитров Мулетаров към датата на съставяне на АУАН № № 08-19-063/0.07.2008 г. не съм бил и до настоящия момент не съм управител на фирмата Работя по трудов договор в тази фирма и съм в трудово правоотношение с нея. Не познавам лично нито едно от посочените по-горе лица от Столичния инспекторат. Те също не ме познават, което е видно от дадените от тях обяснения по пр.пр. № 37625/2008 г. по описа на СРП. При съставянето на клеветническите АУАН са извършени следните нарушения: Актосъставителят Мария Асенова Копрева-Русанова като длъжностно лице, действащо в кръга на службата си е съставила документ с невярно съдържание – посочено е, че на тази дата – 08.07.2008 г. - около 9:30 ч. тя лично ме е видяла да разполагам „хоругви” в гр. София, район „Люлин” на кръстовището на бул. „Европа” и „Околовръстен път” по дърветата. Актът е подписан от нея и лъжесвидетелите Стела Василева Цветкова, Станислав Александров Александров и Ани Янчева Благоева. Те свидетелствуват че съм извършил нарушението, присъствувал съм при съставяне на АУАН и съм отказал да го получа. Това е невярно обстоятелство и осъществява фактическите състави на деянията по смисъла на чл. 290 и 311 от НК. Както ще разберете от обясненията на лицата, които прилагам, не съм извършвал такова деяние и не съм присъствувал на съставянето на акта. Същото се отнася за всички съставени АУАН, които никога не са ми били връчвани. Актосъставителите и свидетелите по тези АУАН са лъжесвидетелствували срешу мен, организирано, под давлението на директора на Столичен инспекторат Веска Георгиева. Най-деен от всичи е „свидетелят” Трифон Людмилов Георгиев, който е бил свидетел при „връчването” на четири от общо шест съставени ми АУАН, като лично се е уверил, че аз изобщо не присъствам при съставявнето и връчването им и писмено е удостоверил отказът да ми бъдат връчени. Считам, че обстоятелството, че едно лице физически не присъства при съставянето на даден акт, не е запознат със съдържанието му, никога не е правен опит да му се връчи и не е атказвало да получи акта, не може да се тълкува като отказ да се получи акт или като връчване при отказ и това обстоятелство да се удостоверява с подписа на свидетел. Считам, че такъв „свидетел” с действията си осъществява състава на чл. 290 от НК. Всички служители на Столичен инспекторат – актосъставители и свидетели при съставянето на актовете – са пряко подчинени и в служебна зависимост от Директора на Столичен инспекторат – Веска Петкова Георгиева и лицето Трифон Георгиев. Тя лично, няколко пъти ми се обажда по личния телефон с твърденията за съставяне на актове и заплахи, че в крайна сметка ще претърпя значителни имуществени вреди под формата на парични санкции. Многократно съм изразявал позицията си, не съм извършвал административни нарушения и е незаконно целенасочено да се възбуждат срещу мен административно-наказателни производства без да съм извършвал административни нарушения и за деяния, които по съществото си не са закононарушения. Въпреки моите възражения дадени писмено, г-жа Веска Георгиева продължи да указва на подчинените си, да ме преследват, даже и към настоящия момент. Тя носи отговорност за всички извършени спрямо мен действия, тъй като макар и да не е била актосъставител или свидетел, всички длъжностни лица са действували с нейно знание и по нейно нареждане и давление. С деянията си изброените лица са предизвикали основателен страх и страдания в мен и семейството ми, в продължение на години.
